Understanding Ireland's New BER Rating Scale: What the Changes Mean for Homeowners

Ireland's Building Energy Rating (BER) system has undergone one of its biggest updates in recent years. While the familiar A–G rating remains, the way these ratings are grouped has changed to align with the revised European Energy Performance of Buildings Directive (EPBD).

🏡 Why Has the BER Scale Changed?

The revised BER rating system has been introduced to:

  • Align Ireland with the revised EU Energy Performance of Buildings Directive (EPBD).

  • Simplify the BER scale.

🌟 Introducing the New A0 Rating

One of the biggest changes is the introduction of the new A0 rating.

Unlike previous A1, A2 and A3 ratings, A0 is reserved for Zero-Emission Buildings (ZEBs) that satisfy the latest European performance requirements.

📊 What Happens to the Existing BER Ratings?

The previous 15-band system (A1–G) has now been simplified into 8 bands:

  • A0

  • A

  • B

  • C

  • D

  • E

  • F

  • G

Rather than simply renaming the ratings, the boundaries have been adjusted.


🏠 The New G Rating Represents the Least Efficient Homes

One of the most significant changes concerns the G rating.

Under the new system:

  • G now applies to dwellings with a primary energy consumption greater than approximately 375 kWh/m²/year (as illustrated in the updated BER scale).

  • This means the new G rating broadly corresponds to what was previously an F-rated property, representing the poorest-performing portion of Ireland's housing stock.

The intention is for the G band to identify the homes with the greatest opportunity for energy improvements.

The revised rating bands broadly map across the previous BER system.

📈 Why Were D, E and F Changed?

The middle and lower BER bands have been slightly rebalanced.

This helps create a smoother transition between the better-performing homes and the new G category.

Rather than having an extremely broad lower end of the scale, the revised bands provide a more even distribution across the ratings.


🏠 What Does This Mean for Homeowners?

If your home previously achieved:

  • A or B – your rating is unlikely to change significantly.

  • C – you will generally remain within the C band.

  • D or E – your rating may now fall into a slightly different band under the revised scale.

  • F – your property may now appear as a G under the new system.

Importantly, this does not necessarily mean your home has become less energy efficient.

Only the way the rating is presented has changed.


🔍 Will My Existing BER Certificate Change?

No.

Existing BER Certificates remain valid until they expire or a new assessment is carried out.

However, any new BER assessment completed using the updated methodology will display the revised rating scale.
